Still pain in Spain

The Economist still sees the pain in Spain. Although the decrease in work  cost and the increase in current account balance, they think a deeper reform it is necessary in labour market.
That means that all the workers that they are working now pay taxes, more flexibility that it should be together with a free opening time for business in my opinion.
The New York Times says that Germany is looking for skilled workers in the Spanish market.

Why if the Spaniards are skilled and good workers have to go somewhere else to get a good work?
